Dear Hon. Secretary, Mr. Cohen:
Serve this letter in order to inform you that we have
valuable information that could help you in the epigraph's matters.
As you will remember, on
Also, on the other hand, on July 7, 1999, the Department
of Environmental and Natural Resources of the Government of Puerto Rico
(DRNA) filed a cease and desist order against the U.S Navy Roosevelt
Road Naval Base facilities located in the municipality of Ceiba
in order to stop the free water consumption from the river known as "Rio
Blanco" located in the municipality of Naguabo. The
DRNA wants to impose a penalty (fine) of $420,000,000 (Four Hundred Twenty
millions dollars) to the
We understand that our information (more than 1,000
pages) is valuable to you because it demonstrate and proof the following
facts:
1) The Government of Puerto Rico has no standing
to demand the permanent cease and desist of all U.S. Navy warlike activities in
the municipality of Vieques island because the Government
of Puerto Rico is a white collar criminal and was denounced
before the Honorable Secretary of U.S. Department of Justice (DOJ), Mrs.
Janet Reno, and the Honorable Director of the Federal Bureau of
Investigation (FBI), Mr. Louis J. Freeh, for
conspire to defraud the U.S. Treasury. In other words, the Government of
Puerto Rico as criminal entity has no morale to do the aforesaid.
That denounce
is known as the Puerto Rico's U.S. $90 Billions dollars mortgage
backed securities and real estate banking fraudulent scheme.
2) The DRNA has no standing to file the aforesaid cease
and desist order against the U.S Navy Roosevelt Road Naval Base facilities
in order to stop the free water consumption from the river known as "Rio
Blanco" because the Government of Puerto Rico IS NOT THE OWNER
of the Puerto Rico's rivers, including the "Rio Blanco" in Naguabo. THOSE RIVERS ARE NOT PUBLIC PROPERTY.
The true and
unique owner of all Puerto Rico's rivers (except the rivers located in the
municipalities of Vieques and Culebra),
including the "Rio Blanco" in Naguabo, is
the Estate of Basilio Lopez Martin since the
date of February 4, 1750 (since 249 years ago).
At present, the Government of Puerto Rico is
using and disposing our LANDS, RIVERS and WATER RESOURCES illegally and
fraudulently.
The Government
of Puerto Rico wants to impose the aforesaid penalty (fine) of
$420,000,000 (Four Hundred Twenty millions dollars) to the U.S Navy ILLEGALLY
and FRAUDULENTLY. The Government of Puerto Rico has no right to impose a
fine to the American Nation that it defrauds (United States of America).
Certainly, the U.S. Navy is not
obligated to pay that penalty to the corrupted Government of Puerto Rico, who
is not the owner of the rivers and the water resources in the island of Puerto
Rico.
More clearly speaking, the owner of the lands in
Puerto Rico (from Mayagüez to Fajardo,
including 76 municipalities), where our aforesaid rivers are located, is the
testamentary Succession (Estate) of Basilio Lopez
Martin, by virtue of a genuine and authentic property title (public deed),
originated under the Spanish Crown sovereign epoch on the date of February 4,
1750, which was signed, sealed, marked and flourished before the "Escribano y Cabildo" (Public
Notary) Francisco de Sostres when our ascendant, in
sixth grade, named Gaspar Lopez, bought to Juan
Claudio Bautista a very large tract of land of approximately 2,179,674 acres. Then,
many years later, when Gaspar died, his son, Basilio Lopez Martin, by inheritance, acquired a joint
partnership in the land with his brothers. Then, later, when Basilio bought the participations of his brothers he was
converted in the absolute owner of his father's land.
We are joint owners of the aforesaid lands because we
are heirs and/or cessionaries of the Succession (Estate) of Basilio Lopez Martin; and we are heirs and/or
cessionaries of the aforesaid Succession because we are direct
descendants of Basilio Lopez Martin.
Our ancestor's line is established as follow: the
Andres Lopez's father was Andres Lopez Salas, deceased in 1936. The Andres
Lopez Salas's father was Francisco Lopez Salgado, deceased in 1974. The
Francisco Lopez Salgado's father was Jose Dolores Lopez Lopez,
deceased in 1926. The Jose Dolores Lopez Lopez's mother was Maria Romana Lopez Salgado, deceased in 1886. And the Maria Romana Lopez Salgado's father was Basilio
Lopez Martin, deceased in 1848.
On the other hand, the Alberto Medina's mother is Agripina Lopez Diaz. The Agripina
Lopez Diaz's father was Candelario Lopez Salas, deceased
in 1997. And the Candelario Lopez Salas's father was
the aforesaid Francisco Lopez Salgado, deceased in 1974. Due to this, we are
cousins. As we can see, Andres Lopez is one of the heirs of the aforesaid Succession
and I, Alberto Medina, am a cessionary of the Succession, because in
1994 my grandfather, Candelario Lopez Salas, ceded to
me a percentage participation of his undivided hereditary share in the Succession
(heirship's rights).
The
description in Spanish language of our aforesaid lands is as follow:
RÚSTICA: Finca radicada en la
jurisdicción de Puerto Rico. Que linda por el NORTE con el mar, conocido como
el Océano Atlántico, donde se localizan los limites norte territoriales de los
pueblos de Aguadilla, Isabela, Quebradillas, Camuy,
Hatillo, Arecibo, Barceloneta,
Manatí, Vega Baja, Vega Alta, Dorado, Toa Baja, Cataño,
Guaynabo, San Juan, Carolina, Loíza,
Río Grande, Luquillo y Fajardo; por el ESTE con el
mar, conocido como la Sonda y Pasaje de Vieques,
donde se localizan los limites este territoriales de los pueblos de Fajardo,
Ceiba, Naguabo, Humacao, Yabucoa y Maunabo; por el SUR con
el mar, conocido como Mar Caribe, donde se localizan los limites sur
territoriales de los pueblos de Maunabo, Patillas,
Arroyo, Guayama, Salinas, Santa Isabel, Juana Díaz,
Ponce, Peñuelas, Guayanilla, Yauco,
Guánica, Lajas y Cabo Rojo; y por el OESTE con el
mar, conocido como el Pasaje de Mona, donde se localizan los limites oeste
territoriales de los pueblos de Cabo Rojo, Mayagüez, Añasco, Rincón, Aguada y
Aguadilla. Con una cabida de aproximadamente de dos millones ciento setenta y
nueve mil seiscientas setenta y cuatro cuerdas (2,179,674 cuerdas) de extensión
territorial superficial, computadas mediante la suma de las cabidas que
comprenden las extensiones territoriales superficiales de los pueblos
(municipios) o territorios hoy conocidos como San Juan, fundado el año de 1521,

en el año de 1883, con una cabida de 39,672 cuerdas hoy; Canóvanas,
fundado en el año de 1903, con una cabida de 18,000 cuerdas hoy; Jayuya, fundado en el año de 1911, con una cabida de 15,701
cuerdas hoy; Guánica, fundado en el año de 1914, con
una cabida de 24,070 cuerdas hoy; Villalba, fundado en el año de 1917, con una
cabida de 24,383 cuerdas hoy; Cataño, fundado en el
año de 1927, con una cabida de 3,343 cuerdas hoy; Florida, fundado en el año de
1971, con una cabida de 7,248 cuerdas hoy.
At present, the value of that lands is over $120 Billions dollars as
minimum.
3) Your Office (the U.S. Navy Administration) should
not utilize the professional services of Puerto Rico's attorneys to
evaluate these matters because these local law professionals are white
collar criminals too and were denounced before the DOJ and the FBI for
conspire to defraud the U.S. Treasury.

Now then, in order to understand the theory of the
aforesaid scheme that involved the Government of Puerto Rico,
please read the following:
Every day, every month and year
after year (as if they are untouchables and immune to the laws)
various criminal banking and mortgage institutions located in Puerto Rico are SELLING
FALSE, FRAUDULENT AND NON EXISTENT MORTGAGE BACKED SECURITIES to the American
investors through the following financial institutions: Government
National Mortgage Association (GNMA), Federal National Mortgage
Association (FNMA / Fannie Mae), Federal Home Loan Mortgage
Corporation (Freddie Mac) and the Federal Home Loan Banks System
(FHLB); which are regulated by the Department of Housing and Urban
Development (HUD).
At this time
the American investors are buying thousands of FALSE, FRAUDULENT and NON
EXISTENT MORTGAGE BACKED SECURITIES. They are paying for nothing and are losing
their all life savings capitals.
These financial institutions are committing various banking
and white collar crimes like Fraud, Forgery, Conspiracy,
Money Laundering, Racketeering, Concealment and Counterfeiting.
Using the financial markets (Wall Street) to laundry the money, violating
various securities laws of the United States.
Continually, the Puerto Rico's banking and mortgage
system are submitting to various federal agencies and instrumentalities thousands
of false and fraudulent documents in order to defraud the Federal Government. Violating
the sections 471 to 473, 494, 495, 657, 1001 to 1007, 1010 to 1012, 1033, 1034,
2314, 2315, 1952, 1956, 1957, 1961 to 1964 and 1968 of Title 18 of the United
States Code.
At present, the aforesaid financial institutions in
conspiracy with the Government of Puerto Rico and other artificial and natural
persons are financing the development and sale of thousands of new and old
illegal and fraudulent housing units projects. Making thousands of false and
fraudulent public documents (purchase and sale and mortgage deeds). With
the intention to sell these false and non existent mortgage backed credits
through the aforesaid secondary mortgage market institutions (GNMA, FNMA /
Fannie Mae, Freddie Mac and FHLB). Generating billions dollars of illegal and
criminal profits from a fraudulent scheme of MONEY LAUNDERING. Defrauding
the Treasury of the United States of America and all states financial markets
of our American Nation.
In other words,
at present, various Puerto Rico's financial institutions are financing an U.S.
$90 Billions dollars CRIMINAL OPERATION.
The aforesaid new and old housing units projects are
illegal because these were developed and sold by juridical persons
(corporations and societies) violating many local and federal statutes that
prohibit to the juridical persons (like the corporations and societies) to make
businesses of buying and selling real estate in Puerto Rico. More clearly
speaking, no corporation is authorized to conduct the business of buying and
selling real estate in Puerto Rico. This statute apply to private and
public corporations, including all juridical persons. The violation of the
aforesaid federal statutes is typified as a criminal offense (felony) in Puerto
Rico.
We are talking
about of the biggest real state and mortgage backed securities fraud in the
history of the United States.
At present the Puerto Rico's home buyers are acquiring
thousands of new and old housing units without the properties titles and are
paying thousands of false, fraudulent and non existent mortgages. The home
buyers are losing their all life savings capitals, because they are paying for
nothing. And the American Investors are losing their all life savings
investments, because the are paying for a false, fraudulent and non existent
monetary (investment) instruments (the mortgage bond).
Although the
Federal Courts and their Judges know that those mortgages are false, fraudulent
and non existent, they have authorized the foreclosure of thousands of these
illegal mortgages.
In order to understand the scheme, is
very important to clarify the following. The mortgage bond (mortgage
backed security) is false and non existent ab initio because the mortgage credit that backed the bond
was false and non existent ab initio.
The mortgage credit was false and non existent ab
initio because the mortgage deed where that
credit was attempted to constitute was false and non existent ab initio. The mortgage deed
was false and non existent ab initio
because the property title where the mortgage was attempted to
constitute was false and non existent ab initio. The property title (the purchase and sale
deed) was false and non existent ab initio because as a contract it never had existed. In
other words, the transference of the immovable property (immovable transaction)
never occurred in the juridical sphere. The contract as property title
never had existence in the juridical sphere because: 1) the true owner
of the lands where the fraudulent scheme was practiced is the Estate
of Basilio Lopez Martin since the date of
February 4, 1750 (249 years ago); and 2) the contract was a
product of various white collar crimes (like fraud and forgery of public
documents). And those crimes occurred when the housing project developer
violated various local and federal statutes when he developed, constructed and
sold the illegal urban housing project being a juridical person. Pursuant
to the Laws of Puerto Rico a contract has no existence when it is
product of a crime and the cause is illicit.
For that reason, the Department of Defense's personnel
should not purchase real estate properties located in Puerto Rico.
Due to at present the island of Puerto Rico is
involved in a largest real estate and mortgage securities fraudulent scheme,
this situation prevents us from having the control on our lands. At present, we
have a very large tract of land of 2,179,674 acres in Puerto Rico, but we have
no the control of the illegal activities of the people who resides illegally in
our lands. The aforesaid fraudulent scheme involves thousands of people in
Puerto Rico and United States; including corrupt federal and local courts,
judges, attorneys, bankers, public officials, banks, surveyors, engineers,
architects, real estate vendors, construction workers, juridical persons (like
corporations and societies), the Government of the Commonwealth of Puerto Rico
and common people. For that reason, we have no access to the Puerto Rico's
federal judicial system.
You should not trust in the Puerto
Rico's federal judicial system, because at this time, it is CORRUPT. On the dates of December 30, 1997 and February 16, 1999 the United
States Attorney's Office for the District of Puerto Rico and the United
States District Court for the District of Puerto Rico were denounced before
the DOJ and FBI for conspire to defraud the U.S. Treasury. ACTUALLY, BOTH
INSTITUTIONS ARE CONCEALING THE AFORESAID FRAUDULENT SCHEME.
Both judicial institutions operate like a MAFIA using
the judges and attorneys as GANGSTERS (Mobsters).
Finally, for your information, those fraudulent
practices, in addition to the FBI and the DOJ, were informed to the Congress
of the United States, the Office of the U.S. President, the U.S.
Securities and Exchange Commission (SEC), the Office of the Inspector
General of the U.S. Department of Housing and Urban Development
(HUD), and others federal government entities.
